Moving to the UAE in 2026: entry, residence, work and self-sponsored visa routes
The UAE does not apply EU free movement. This 2026 guide explains entry rules, residence and work permits, Green Residence, virtual work and Golden Residency for EU/EEA/Swiss and non-EU citizens.
Moving to the UAE in 2026: start by separating entry, residence and work
The United Arab Emirates has a highly digital immigration and employment system, but it is important not to collapse three different questions into one. Entry permission, residence status and permission to work are separate legal issues.
The UAE does not apply EU free-movement law. EU, EEA and Swiss citizens may benefit from visa-free or visa-on-arrival treatment for short visits depending on nationality, but that does not create an automatic right to live or work in the country. For longer stays, foreign nationals need a valid UAE residence route, and employment normally requires the correct work permit.

EU, EEA and Swiss citizens: easy visitor access does not mean free movement
For short visits, many European passport holders can enter the UAE without arranging a visa in advance. Current airline and UAE government guidance shows that most EU passports, as well as Icelandic, Liechtenstein, Norwegian and Swiss passports, are eligible for visa-on-arrival treatment.
The commonly published arrangement for many of these passports is a multiple-entry 90-day visit permission valid over a six-month period, with the permitted stay capped at 90 days in total. However, the UAE Government explicitly warns that eligibility lists can change, so the rule must be checked against the exact passport immediately before travel.
This visitor treatment is not comparable to moving within the EU or EEA. An EU, EEA or Swiss citizen who wants to live in the UAE beyond the permitted visit period must qualify under a UAE residence category. If they want to work, they must also follow the relevant employment-permit rules.
Non-EU citizens: the passport determines the entry route
For non-EU nationals there is no single rule. Some passports receive visa-free or visa-on-arrival treatment, while others require a pre-arranged visa. The official UAE Government portal and the Federal Authority for Identity, Citizenship, Customs and Port Security, known as ICP, are the correct starting points.
The UAE also expanded certain entry-visa options in June 2026 for nationals of Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa who hold qualifying residence permits from specified countries. That is a targeted rule with specific conditions; it should not be generalized to all holders of foreign residence cards.
For every nationality, verify the passport validity requirement, the exact entry category and the permitted stay before booking a relocation.

Residence in the UAE: there is no single “expat visa”
The UAE offers several residence routes, and the correct one depends on the real purpose of the stay. Standard residence permits may be linked to employment, family sponsorship or other qualifying grounds. ICP states that residence permits can have different durations depending on the category.
For private-sector employees, the employer normally handles the work-and-residence process. The UAE's Work Bundle combines services such as work permits, residence procedures, Emirates ID, medical fitness examinations and employment-contract procedures into one integrated process.
Except for GCC nationals, foreigners who intend to live or work in the UAE generally need a valid residence status. Working on a tourist or visit visa is not permitted.
Working in the UAE: a work permit is mandatory
The UAE Labour Law states that a person may not work in the UAE without a valid work permit issued through the competent system. The Ministry of Human Resources and Emiratisation, MoHRE, currently lists 13 types of work permits, covering situations such as recruitment from abroad, transfer between employers, part-time work, temporary work, mission work, family-sponsored residents, Golden Residency holders and freelance work.
For an employee recruited from outside the UAE, the process generally begins with a formal job offer and employment contract. The employer then applies for the appropriate work permit. Residence procedures, medical fitness and Emirates ID steps follow through the integrated process.
Free-zone employment can differ procedurally because the relevant free-zone authority may manage the work permit and residence process. Certain financial free zones, including DIFC and ADGM, also operate under their own employment frameworks. Always identify the exact jurisdiction of the employer before relying on a generic UAE checklist.
Green Residence: five years without a sponsor
The Green Residence is a renewable five-year residence category that does not require a sponsor inside the UAE. ICP currently lists skilled workers, freelancers or self-employed professionals, and investors or business partners among the eligible groups.
For skilled workers, ICP currently requires a valid UAE employment contract, an eligible occupational classification, at least a bachelor's degree and a minimum monthly salary of AED 15,000.
For freelancers and self-employed applicants, ICP requires the relevant freelance or self-employment permit, an eligible qualification and proof of financial capacity. The current ICP guide states that annual freelance income for the previous two years must be at least AED 360,000, or the applicant must demonstrate financial solvency for the period of residence.
These are official current thresholds, but applicants should still recheck the live ICP service before filing because eligibility rules and documentation can be updated.
Virtual work residence: for people employed outside the UAE
The UAE also has a one-year virtual work residence visa for foreigners who are employed outside the UAE and want to live in the country while continuing that overseas work.
The UAE Government states that applicants need health insurance, a medical fitness result, proof of employment outside the UAE and a salary certificate showing at least USD 3,500 per month or the equivalent in another currency.
This is a self-sponsored residence route. It should not be confused with taking local UAE employment, which requires the appropriate UAE work authorization.

Golden Residency: long-term residence for eligible categories
ICP's current Golden Residency guide describes a ten-year, renewable residence route without the need for a sponsor. It is intended for eligible categories such as investors, entrepreneurs and exceptional talent, with detailed criteria depending on the category.
Do not assume that business ownership, property ownership or a senior job title automatically creates eligibility. The qualification route and supporting evidence must match one of the official categories.
A practical relocation sequence
A safer order for moving to the UAE in 2026 is:
- Check the exact entry rule for your passport on the UAE Government or ICP website.
- Separate visitor status from residence status.
- Choose the real residence basis: employment, family, Green Residence, virtual work, Golden Residency or another eligible route.
- If you will work locally, confirm the correct work permit and whether the employer is mainland, free zone, DIFC or ADGM.
- Prepare passport, qualification, insurance and employment documents required for the specific route.
- Complete medical fitness and Emirates ID procedures when required.
- Do not work on a tourist or visit visa.
- Recheck the live government service before filing, especially for thresholds, documentation and category-specific requirements.

EU, EEA and Swiss citizens may have straightforward visitor entry, but long-term residence and employment are governed by UAE law in the same way as for other foreign nationals, subject to the residence category and passport-specific rules.
